Healthcare / Commercial Experience - Steve Milner
Steve Milner has over 23 years of architectural and health facility planning experience and has managed a variety of healthcare projects, both regionally and nationally over that timeframe. In the role of Project Director and/or Principal-in-Charge, Steve has been integrally involved in the design and management of the largest and most complex healthcare projects awarded to the Texas practice. And as a designer, Steve has shaped the appearance of many of the firm’s most significant healthcare projects.
Steve has comprehensive knowledge of Design, Planning and construction, having developed or managed over 200 health facility strategic planning efforts, due diligence efforts, master plans and funded design projects. Steve has developed and cultured processes/procedures which have insured Perkins+Will’s ability to expertly deliver on every project facet in an era where accelerated delivery and budget sensitivity are the norm. In addition, Steve is thoroughly versed in all aspects of project delivery, including programming, budget awareness and scoping, constructability, milestone scheduling of the design process, construction phasing, A/E team management, AHJ relationships, code compliance, and the stresses and strains of regional complications relative to the cost and availability of labor and materials. Most recently, has been engaged as the project executive and lead healthcare principal at Perkins+Will for the $700+ Million University Hospital Capital Improvement Project in San Antonio, Texas. The project, in its closing months, was a multi-phased 13 story fast track project which, at completion, will have spanned over 5.5 years. Major components of the project include a New Tower housing (420) patient rooms, (35) Operating Rooms, Level 1 Trauma Center and support space, a new 3300 car Parking Garage with multi-level connecting bridge, (2) Heliports, Renovation to (2) existing Parking Garages, renovation to portions of the existing hospital, and rework of the majority of the Site. The project will be delivered with LEED Gold certification. The multi-discipline, multi-office project team included participation by (4) local associate architects, (3) MPE consultants, (2) Civil consultants, (2) Structural consultants and personnel and specialized expertise from (8) different Perkins+Will offices. A satellite office was established to coordinate and deliver the project – bringing together the all the local and national partners involved. The project was funded through a Bexar County bonding program and governed by a Board of Managers for the Bexar County Hospital District.
Management efforts on the University Hospital project included typical anticipated administration of the overall project and the individual project components. Some of the notable areas of interests, activities and responsibilities. Management and coordination of disciplines and areas of professional specialty internal to Perkins+Will. These included, but were not limited to: Programming, Health Facility Planning, Sustainability and LEED administration to accommodate LEED Gold Certification, Concept Design / Advanced Design, Interior Design, Design phases culminating with Construction Documentation, Equipment related services (Medical Equipment Services - participation in design, selection/approval process, procurement and installation oversight management, including relocation of existing equipment; FFE Services – participation in design and branding efforts, selection/approval process, procurement and installation oversight management).
